              Important priority area in Sanitation is Solid Waste Management. Thus, the department of Panchayat Raj, Govt. of Andhra Pradesh has taken up a pilot project in 7 Gram panchayats in the year, 2014-15 and set them up as models for the rest of the Gram Panchayats, immediately after announcement of Swachh Bharath Mission.

              Based on the experiences gained during the Pilots, the Government, after examination of the proposal, approved the Solid Waste Management Action Plan for 2015-16 to implement in 659 Major Gram Panchayats of the State C One Gram Panchayat per Mandal in the phase-I for 2015-16 and costing about Rs.111,90,54,040/- (Rupees One hundred Eleven Crore Ninety lakh Fifty four thousand forty only) vide G.O.Rt.No.436, PR&RD (RWS.II) Department, Dated 27.04.2015 in a convergence mode as follows.

Construction of Solid Wealth Processing Centre (Shed) MGNREGA Funds
Payment of Wages to the Green Ambassadors MGNREGA Funds
Toots and Implements for SWM Activities GoAP with NABARD
Operation and Maintenance Gram Panchayat Funds

              In the meanwhile, as per the instructions of the Principal Secretary, PR&RWS, a proposal has been submitted to Government to scale up the Solid Waste Management Activities to all 12920 Gram Panchayats in 2016-17 and 2017-18 with the following funding source.
              The Government in G.O.Rt.No.760, PREERD (Pts.III) Dept, Dated 18.08.2016 has permitted the Commissioner, PR&RD to implement the Solid Waste Management Programme in 659 Gram Panchayat and also upscale this concept in all Gram Panchayats in the State.

              Further during the Convergence Meeting headed by Hon'ble Chief Minister of Andhra Pradesh with the related departments on Solid Waste Management was held on 23.02.2017, it was decided in the meeting that Solid Waste Management should be implemented with mission mode in all 12,920 Gram Panchayats in the State by the end of 2017 with active participation of Rural Development, Agriculture and Marketing, Welfare Departments, Swachh Andhra Corporation, Swachh Bharath Mission and Panchayat Raj Department as Nodal Department.

              Accordingly, the Government vide G.O.Ms.No.17, PR&RD (PTs.III) Dept, Dated 23.03.2017, ordered to implement the Solid Waste Management in all 12,920 Gram Panchayats in the state and issued the following orders for effective implementation of the Solid Waste Management:

(a) The Programme should be handled by Managing Director, Swachh Andhra Corporation.

(b) Sri M.Sudhakar Rao Additional Commissioner (FAC) in the office of Commissioner of Panchayat Raj and Rural Development shall be made as Nodal Officer for this project. The Commissioner of Panchayat and Rural Development should devise suitable administrative structure for the Nodal Officer without disturbing the hierarchy in the organization.

(c) The shed required for solid waste processing centre (SWPC) as well as wages for the green ambassadors including construction, would be from MGNREGS being implemented by Rural Development department.

(d) The payment of wages to Green Ambassadors shall be considered to the extent of value of vermin compost produced under MGNREGS. If any gap, that can be met from the resources of Gram Panchayat.

(e) Vermi Compost produced shall be marketed by A.P. MARKFED and A.P. MARKFED has to take action as per the provisions of Vermi Compost Act.

(f) The transportation vehicles required either auto trolleys or tractors shall be provided by the welfare corporations viz., S.C. Corporation, B.C. Corporation and Minority Corporation etc., along with the SERP. There shall be tripartite agreement among the Corporation concerned, Gram Panchayat and Banker for engaging the vehicles and recovery purpose.

(g) The Gram Panchayat shall provide the funds required for the sanitation equipment. Sale proceeds of Vermi Compost can be utilized for O&M of SWM.

(h) Self Help Groups may be engaged in this project under the active supervision and management of Gram panchayat.

(i) Project Director, SBM (G) shall transfer funds to SPMU @ Rs.10 Lakh available per GP in all ODF GPs; It was further ordered to develop MIS system for monitoring this project which shall be linked to Core Dash Board. The procurement of all the material required including vehicles shall be drawn at District level.
